Who you need to contact first will depend on whether or not you chose to pay any TurboTax fees out of your refund.

 

Here's the simplest situation:

If you paid your TurboTax product fees upfront and did NOT pay them out of the Federal refund, and did not choose the "Up to 5 days early" refund option, then the only other party involved is the IRS.  Here's how to phone them:

IRS: 800-829-1040 (7AM-7 PM local time) Monday-Friday

 

On the other hand, if you chose to pay your TurboTax fees out of your Federal refund, that process is handled by a third-party company SBTPG, who receives your Federal refund from the IRS, subtracts the fees, then sends the funds on to your bank account (or card.)    If your bank account rejected that deposit from SBTPG's bank, then it goes back to SBTPG's intermediary bank who will supposedly send you a check in the mail to the address on your return.   Less commonly SBTPG's bank sends it back to the IRS.

If you DID have fees paid that way, then see if you can see any info on your refund at SBTPG's lookup tool.    Chose the "For Taxpayers" portal at:

If you used them, SBTPG also has a phone contact page at the following link. It also shows their business hours.  Even when they are closed, you may be able to get automated info, or you can log in as above.

One other possible twist is if you chose to opt for the "Up to 5-day early" refund offer.   In that situation, it's possible that your funds may have been sent to Cross River Bank.   If the deposit from Cross River Bank were to fail, I believe it would go back to Cross River Bank, who would issue you a check in the mail or send it back to the IRS.    The IRS can tell you what bank they sent the funds to initially.
