Your recovery rebate credit represents the balance due you if you didn't receive all of your stimulus payments. If you are filing as a single individual with no dependents, you should have received $1,200 for the first stimulus check and $600 for the second one. If you didn't receive $1,800 then, the balance would be the amount of your recovery rebate credit on your 2020 tax return.
The recovery rebate credit would be added to your tax refund if you had one, or subtracted from the amount of taxes you owed on your federal return. If you filed your tax return and received a refund of less then what was listed on the tax return, it could be for other reasons besides the recovery rebate credit. You will receive a letter from the IRS after you receive your refund explaining why it was reduced if that happened to you.
