Why does my federal return say $590 refund but turbo says its $532? I payed fees for the service and my state return I owed $58. I payed all with my debit card. Why am I getting shorted?

You saw the difference between the federal refund and the state tax you had to pay.

$590 - $58  = $532

You had to pay the state the $58.   When you get your federal return, the federal return will be $590.

You are not being shorted.
