"Ready to mail"  indicates that you chose to file by mail instead of e-filing or that for some reason you cannot e-file and must file by mail . TurboTax does not mail your return for you.  You have to print it, sign it, and mail it yourself.  When you mail a tax return, you need to sign it on the bottom of the page where it says "Sign Here" and write in the date you signed it by the word "Date".  Attach copies of your W-2 and any other documents that show taxes withheld to the left side of the papers where it says "Attach Forms..."

When you print your return, it will print with filing instructions that tell you where to mail it.

It is not required, but is a good idea, to use a mailing service that will track your return or provide you with a receipt showing that the IRS got it--such as Fedex, UPS, or certified mail.

It will take about 4 weeks and then you can track the status of your return at the IRS website.

You do not send a refund, the IRS or your state sends tax refunds.  What exactly are you referring to?

I made $0 dollars in 2019 so I wont get a refund this year anyways. I just filed it thinking it would help with the stimulus money if there is a second round stimulus package. I filed and got a refund in 2018. I just didn't realize that turbo tax wouldn't send it so I'm thing I don't even have to file to get any upcoming stimulus packages. If they have my banking information to were the sent this last stimulus check. I'm not sure if the IRs sees it somehow threw Turbo Tax.

If you filed either a 2018 or 2019 federal tax return then the IRS has your information for any stimulus payment.

For eligible taxpayers who filed tax returns for 2019 or 2018, they receive the payments automatically.

Thank you but I'm really trying to find out if I even have to mess with sending this 2019 $0 dollar income in since turbo tax says ready to mail since they have my information for 2018. If there is another stimulus package what if its not till early 2020. If so will they just go back to 2019

You do not need to file anything else ... stop.
