Has your efiled return been accepted yet? If not, you should wait until it is, so you're documents will have a copy of the Electronic Postmark in the PDF.
Even after accepted, it can sometimes take a return PDF a while to update and become available at the Tax Home. Once accepted, you can try using the Download/print button at the Tax Home or the "Download/print the PDF" link in the section "Your Tax Returns & Documents". If those don't work or do not produce a complete copy of the return, here's an alternate way to print by opening the filed return back up to print at the Print Center.
NOTE: When you open your return back up, do not make any changes in it since it's already been filed. If you later have to amend the return, it has to start off exactly as it was when it was originally filed.
NOTE: Remember all PDF tax documents and tax data files are very sensitive files, since they contain your personal ID info, financial data, and possibly bank account numbers, etc. Be sure to store them safely and securely to guard against computer theft, hacking, etc.

To access your current or prior year online tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
Or -
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2019 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return. Choose the option Include government and TurboTax worksheets
Thanks. Tried that course but reached a dead end with no explanation.

"Reached a dead end" is not much to go on. Can you describe what all you were doing and which specific step failed you?
I assume you used Online TurboTax to file the 2019 return you want to download/print.

The TurboTax account fees have to be paid or the federal tax return has to be e-filed and accepted by the IRS before the tax return can be printed.

I'm sorry, but I don't understand any of that without any context. This appears to be the first comment you have posted in this user forum, at least under that profile name. And it appears to be a statement rather than asking for help.
This is a user community forum--not a direct route to TurboTax Support. You have to explain your issue well enough we know what you are talking about. We don't know what all you are doing other than it is broadly something about printing. And I don't know what a "permission page" is.
The topic of this thread is about printing a finished 2019 online return, and the instructions have been given above a couple of times. What is your situation? Are you printing to file by mail, or printing to review prior to filing, or printing for your records after filing? Where did you reach a roadblock? At what step?
We can probably help you print here once we understand your issue, or you can phone TurboTax Support tomorrow, and they can question you in realtime.
