Not Full Refund

I didnt receive my full refund amount. I tried called the IRS and the automated service said it was past the point of helping me. Tried calling to see if I had any offsets, had none. Not fully understanding why I only got a small portion of my refund back and not sure what to do as it seems no one can help me.
