Are you asking about a 2018 Federal refund? About how long has it been since you filed your 2018 return? Did you efile, or did you print, sign, and mail the return?
If you efiled, double-check with this tool to be sure the return was efiled successfully and accepted:

If that showed it was accepted (or if you mailed the return), what do you see at the IRS website below for the status of your Federal refund?

NOTE: When using that tool, use only the Federal refund amount, and not any total refund amount that includes a state refund. The amount to use is on your Federal Form 1040, Line 20a.
If that IRS tool shows that the refund has been sent, report back for more info.

Are you referring to a 2018 online return? And you haven't received either the Federal or state refund? It's even more suspicious when both refunds have not been received. You first need to make sure you returns were successfully filed and accepted. The answer above tells what/how to check in regards to both a Federal and state refund.
If your returns were prepared in Online TurboTax, when you log back into your online account and choose tax year 2018 (under the section "Your Tax Returns & Documents"), what is specifically shown for the "status"? Does it say accepted, rejected, printed, started, or what?
If your account "status" confirms it was accepted, check the IRS tool using the directions above. If the IRS tool says your return is still processing, we can tell you how to phone them for information, and if necessary, how to enlist the assistance of the IRS Taxpayer Advocate Service.
