keep getting the same message trying to efile

i keep getting your tranmission didnt go through because Our records indicate that you are not entitled to efile one or more formsets. what does that mean and how do i fix it. never had this problem last year and nothing has changed!

Trying to submit a return. Turbotax message says the submission is a duplicate. Then says they could not find a federal return that matches. Both submitted at SAME TIME.
