If I don't owe any taxes, can I file tax returns from 2016-2019 out of order?

It depends.

 

It would make more sense to file them in chronological order in case you have a carryover from one year to the next.  This would ensure you are able to utilize any carryover losses or credit carryovers if they are generated in a prior year.

It depends.
