I received a letter CP22A from IRS and I don't understand how Turbo Tax is still saying I have money to receive and now IRS is asking me to pay. What do I do?

Yes, I already read that link but that text from IRS doesn't explain the details of why they are charging me. 

It is just saying, you made changes, now we are charging you. Nothing else and how is it even possible that I am going to receive my amendment if they are charging me.
