There is no contact number on my notice. And it says since my tax returns had been accepted i cannot switch my payment method.
You are not changing anything on the return ... that ship has sailed. What you have is a situation with either the third party refund processing bank which will withhold the TT fees from the refund OR the TT debit card.

I got the same message and I'm furious that this information was not explained while filing.
As far as I can tell, this is a brand new issue. I got my refund last year direct-deposited to my paypal account. I am pretty certain that when a deposit fails, a paper check is issued and then mailed. No one on TurboTax can help because the refund has already been issued (although, they should at least be able to answer the question).
I've called the IRS helpline, too, and have been through every single menu option to no avail. I'm on hold with a tax specialist, now. If I get any more reliable information, I'll come back here and comment, again. In the meantime, expect a paper check.

I've called both. SBTPG states that it has not received my refund and Turbo Card has no idea what is going on. Neither does PayPal or TurboTax. I'e tried contacting the IRS and haven't been able to find anything through them or their help centers. Any other ideas?

I found info regarding fudged account numbers and it said paper check so I am going based off of that assumption lol
Until the IRS releases the refund there will be no info at SPTBG or the Debit Card to be gotten ... Did the IRS release the refund yet ?
And as to why TT did not alert you to this situation .... TT had no idea the account you wanted the third party bank to send the money to was for PP ... all TT sees is a routing and account number for a bank account. Not until the return is filed is the info sent to the processing bank and they check the account you indicated for the deposit ... at that point the fact it was for PP was first known. So the third party bank is the one who sent the notice and will need alternative deposit info.
I'm a bit confused. Found this in a google search. I used TT (self-employed) and had my funds DD to my Paypal Cash card, which gives me a routing and account number. Paypal is also advertising having your Tax refund deposited to these types of accounts.
(I understand you can't send a refund directly to Paypal, their cash card allows DD if you have one though)
I can't remember If I did this last year or not. I have read on Igotmyrefund.com that some people have gotten their returns through Paypal and I don't expect an issue.
As far as the third party processor I cannot say but have heard that some refunds over 10K are being rejected on Paypal. Some others have said they received eMail for verification. I have not.
I am still waiting on a State deposit from the 26th *fingers crossed* it shows up tomorrow. (second of March)
Still it's disconcerting, some clarification would be appreciated. No emails received. I've called the FTB to confirm the deposit was sent (should be no third party for state). Called Paypal yesterday, they don't see it and won't look into it without a transaction ID... so If I don't see anything tomorrow I'll call and get that from them (the FTB, closed on weekends) Then I'll call Paypal back.
Customer service with Paypal is hit or miss, sometimes I can understand them and they are helpful, other times I can't and they don't seem to care at all.

My federal refund did get direct deposited into my paypal account. My state however showed up in a check. Still never got a clear answer but my refund came.
Just an update.
I called Paypal over the weekend and they saw nothing pending, called the FTB back for a transaction ID yesterday 3/2 (as Paypal requested for tracking) The FTB said they could not provide one but that I would prob have my DD tomorrow (which is today) and that deff by this week.
They were right, hit my account at 12:45am 3/3/20
Filed 2/20/20, 'Issued' date of 2/26/20
So realistically if we don't include weekends it was only a few, days of processing, with weekends took about 6 or 7 days which is about what I've seen most people posting.

I am sorry you are this hardship. However it helped me out alot. I was one step away from commiting the same error. Let me explain.
If you requested for the fee to file to be taken out of your refund than it is not an option. You give permission for Turbo Tax to receive it first. By agreeing than your practially the 3rd party.
If IRS was doing directl DEPOSIT than it would have gone smoothly.
You know will now receive a check. Btw It will have a $30 fee deducted as well.
Read the fine print. It is stated in the paper you signed by agree for the file fee to deucted from refund.
Again I am sorry because it will take atleast 3 months. I say this from a similar experience in the past.
I used PayPal to receive both my tax refund and the stimulus payment. You will need to have a PayPal money card. Which you can request through the website.
So even though turbo tax takes there fees first they will still send to your PayPal cash card account?
