I mailed my 2019 tax return because I had a problem efiling . However the IRS didn't receive my Federal tax. Can I file the federal only for 2019

No. And the IRS probably did get your return. So do not file it again. Did you get a tracking number from the post office when you mailed it?
Sorry the IRS has limited staff due to Covid-19. They were closed for several months and didn't start opening the mail in June that's been stacking up. Back in March the IRS closed their processing centers and stopped processing mailed tax returns. An IRS spokesperson recently said that they have about 11 million pieces of unopened mail. The IRS says.."We’re experiencing delays in processing paper tax returns due to limited staffing. If you already filed a paper return, we will process it in the order we received it." So you have to keep waiting.

Hello this is Janene H, I NEVER Received a penny from my federal and state returns. Someone else did my paperwork for me because I didn’t have a clue of what I supposed to do. So my friend (well I thought she was my friend) did it for me.I thought she was a friend but She changed my address to get the Bank of America debit card. The card was mailed to her address She . and she spent all the money. And she’s done a lot more than just that I am now a victim Identity theft.
I want her to go to jail, I mean I really want her to go to jail. This is the incident report number that I filed E6750277. San Diego Police Department.

I think she deserves to be arrested and put in jail for what she did to me. By deceiving the IRS and myself spending my money instead doing the right thing . She changed my address June 30 of this year to get that Bank of America debit card. That has to be a felony, plus stealing my federal and state taxes that was me some kind of felony as well, yes?
If there is anything I can do to help you put her in jail do not hesitate to call me. I had to stop working in March 15 of this year because of the COVID-19 I am a LYFT driver and I was supporting my son and his pregnant girlfriend. But I had to stop because I didn’t Want to Take that chance by getting exposed to COVID-19. I could possibly be infected.There was no way I could go to work because I’m a Lyft driver and I can’t come home expose the people that I live with COVID-19 l.

TurboTax cannot help you with your legal issues, nor can a tax software company help with prosecuting someone who you think stole your identity. Posting the incident number here is of no use.
