I have not received my refund yet and I owe the state. I also received a letter ending with a c stating I understand 73000.00 but I have not received any????????

Please explain more clearly. Did the IRS send you a letter? You have not told us the letter number--only that the "letter ending with a c" was sent. That is not enough information. TurboTax gets no information from the IRS after you file your tax return, so no one at TT knows about a letter that was sent to you. We do not know what you mean by "I understand 73000.00 but I have not received any????????"
