I have already paid my FUTA tax for form H . Why is TurboTax here saying it will be deducted from my refund?

If you already paid your federal unemployment tax for the year, enter your payments under Federal estimated taxes for 20xx (Form 1040ES). Any amount you enter here will be deducted from the final amount of tax due on your return. You'll find this under Deductions & Credits >> Estimates and Other Taxes Paid.
