Yes, if you had to repay your State Refund from 2020, delete the amount that TurboTax filled in for you.
Indicate NO, you did not get a State Refund. Save documentation of the amount you had to repay.
You can enter the extra state tax you had to pay in Deductions & Credits >> Estimates and Other Taxes Paid >> Other Income Taxes >> Balance Due on your 2020 State Taxes Paid in 2021.
State Refunds are not taxable unless you claimed Itemized Deductions.
