Depends entirely on how much total income you have, relative to what deductions were applied, dn your filing stats...etc... when you prepare and file.

I was fined and do not know whyy I just had to pay and did. I should have some sort of recourse this year.

There are several factors that go in to determining the taxes an individual owes.
Your income could have increased which might have:
If your income decreased that sometimes can reduce your refund due to you not having enough earned income to receive the deductions or credits you did before.
To see what had changed between last year and this year, please print off your 2018 and 2019 return and compare them. This will help you determine what has changed.

Once again no I had no where to put it on the tax form nore my accident that I have paid dearly for with no work and just SSI
I never said my refund was 191. you did. I am owed 1600.00 plus for 2019
