Be sure the "account number" is verified at the Greendot. com website; do not assume the card number is the account number.  AGI is line 7 on your 2018 return and line 8B on your 2019 return.  Refund is line 21a of the 2019 tax return. and line 20a for 2018

After reading through 6 pages of the same question, Here is a new question.

Can you not change your system? 

Why is it so hard to allow people who will not get a refund to put their direct deposit info.

This is poor business practice.

I just spent the last few hours of my Saturday off to fill out TurboTax forms. They want 90 dollars from me. 

Now you people with the Expert tags are telling me that I cannot add my bank info after all this time spent + a requested 90 dollar price tag.

How about no.

The reason we are using TurboTax is likely because we have complicated taxes that make it next to impossible to use the "web-based portal". My situation is complicated and my taxes are complicated. The web-based portal will not ever work for me due to that. IRS will not fix that. However, what you could do is take the literal 5 minutes for your web designer to literally click a few times to allow me TO GIVE YOU MONEY.

Why would I pay for your service if you are not serving me?

Clearly you read the parts of my post that you wanted to read.

And you are wrong. Direct deposit info is absolutely collected by TurboTax. They just won't collect mine because I will not get a refund. If I could add my info to the IRS website, I would. I cannot because the IRS system will not recognize my address as it is foreign. 

I cannot believe I paid 90 dollars for this service.

The IRS cobbled together  website to update banking information in under two weeks - in the middle of a pandemic.  Nothing is perfect.  Have patience,
