Does IRS have my bank info if I owed tax in 2018 and with direct debit of my bank account and I am waiting for Stimulus check to pay my 2019 tax?

I provided my bank information in my 2018 tax return for a direct debit of tax due via Turbo Tax, but how come the IRS website says "Payment Status Not available" and cannot determine my eligibility.  Does IRS have my bank account or not?  I can't add my bank info on IRS Portal either.  What's going on?  Do I need to do something or not?  I don't want to file my 2019 tax yet since I owe money too and I am waiting for my stimulus check so I can pay my 2019 tax.  Does anyone have a definite answer?

here is the IRS FAQ:

 

The Get My Payment application will return "Payment Status Not Available" for several reasons, including:

  • You are required to file a tax return, but:
    • We haven't finished processing your 2019 return
    • The application doesn't yet have your data; we’re working on adding more data to allow more people to use it.
  • You don't usually file a return, and:
    • You used Non-Filers: Enter Payment Info Here but we haven’t processed your entry yet
    • You receive an SSA or RRB Form 1099 or SSI or VA benefits; information has not been loaded onto our systems yet for people who don’t normally file a tax return.
  • You’re not eligible for a payment (see Eligibility).

We update Get My Payment data once per day, overnight so there is no need to check more often. If you are eligible for a payment and have provided your information either through a recent tax return or the Non-Filers: Enter Payment Info Here application, please check back for updates.

None of these situations applied to me.  I can look up the IRS website myself.  My question is that does IRS have my bank info to send my stimulus check to although I used TurboTax to file and paid my 2018 tax with a direct withdrawn from my bank (not a refund deposit) last March.  I am sure IRS processed my return last year.  "Payment Status not available" makes me think that IRS doesn't have my bank account info because I didn't get a refund and Turbo Tax didn't share my bank account with IRS.  I would prefer to receive my stimulus check as a direct deposit than a paper check.  I need the money to pay my 2019 tax.

If you have only filed the 2018 tax return with taxes owed and being paid by direct debit, then the IRS does not have your direct deposit information.

If you did not receive your refund by direct deposit based on your 2019 tax return (or 2018 tax return if you haven’t filed your 2019 tax return), you have the opportunity to provide bank account information through the IRS Get My Payment tool before your Payment is processed. Direct deposit is the fastest way to receive your Payment.
