Well you can check the filing status of the return in the TT online version ... log in and look however you really can't fight city hall ... so print, ink sign and mail in a copy of the return they say is missing in response to the notice.

And if you had tax due then only your own bank/credit card records would be proof that you paid.

Same thing happened to me.  Now I'm trying to access 2013 and it wants me to pay 50.00 for PLUS.

Does anyone have a 1-800 number that I can actually talk to a person at Turbo Tax?

You can also get free transcripts of your federal return from the IRS - http://www.irs.gov/Individuals/Get-Transcript

For a fee of $50 you can get a complete federal tax return from the IRS by completing Form 4506 - http://www.irs.gov/pub/irs-pdf/f4506.pdf

If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created.  TurboTax does not store online any returns completed using the desktop editions.

You will not be able to upgrade to the Plus edition for tax year 2018 since the TurboTax online editions for 2018 have closed to make way for the 2019 online editions.  Once the 2019 online editions become available in December, at that time you can start a 2019 return and upgrade to Plus.

Or contact TurboTax support during business hours and see if there are any other options available for accessing a prior year online tax return.

Support is open from 5am to 5pm Pacific time, Monday thru Friday

Are you sure this isn't a scam letter?  Correspondence regarding your tax return is usually has a letterhead indicating that it is from the IRS and has an IRS logo with no mention of the Department of the Treasury rather than indicating that it is from the "Department of the Treasury" and having a Department of the Treasury logo (although the IRS is under the Department of the Treasury).

To be sure that you are contacting the IRS you can contact them via the methods listed on the IRS website.  Until you have verified that the letter or contact information on the letter is legitimate, do not contact using any of the methods listed in the letter.

Sadly the IRS (via the collection agency) is just now catching up on old balance dues ... one of my clients got a notice that the late filing penalties for an 2014 S-corp are in collections and sadly they are correct ... just took them 4 years to bill them for the late fee  I thought we got waived.
