Can i refile my tax return?

I summit tax return as a mailing not e-filing.

and i didn't send the mail to IRS. is it possible to start over with new turbo tax program ?

Yes but why do you want to start over?  Do you need to change it?  You can go back in and change your return.  You can switch to Efile.

Please explain what you mean when you say you "already summit" the return.  Assuming you mean "submitted" ---but what did you do?  Did you click a big orange button that said "Transmit my returns now?"   We cannot tell if you mean you just prepared a return that has not been filed at all or if you e-filed it or mailed it.
