You usually file that form if you receive a CP09 notice from the IRS.

I did receive it in mail. Can I submit it throu turbo tax or. Jus mail it will take a longer process?

This is a brand new form  this year to deal with the recalculation issues due to the last minute tax law changes.  

The IRS is catching the fact that you are now eligible for the EIC due to the unemployment exclusion.  By following the notice instructions and sending in the 15111 ASAP then your return can continue being processed now and save you the need to amend the return  and the  6 months or more of waiting for the amended return to be processed.
