I overcontributed ($1,800 on 12/4/2020) to a Roth IRA in tax year 2020 due to contribution limits driven by income. I was allowed to contribute ($0). I did not use the distribution to buy a house, i am under 59.5, it was less than 5 years.
In 2021 (2/9/2021) when I realized the error I moved the money to a mutual fund and my 2020 1099 forms were never reissued.
I made $84 in interest at that time.
In 2021 I received a 2021 1099-R with the distribution codes J and P.
line1 was $1926.71
line 2a was $83.63
line 4 was $30.41
line 7 j,p
Line 14 $12.46
I did not use Turbo Tax software in 2020; but this year the software alerted me that i need to amend my 2020 taxes.
I have filed and received my 2021 refund.
On my 2021 refund - turbo tax software added my $84 of interest to line 2b on my 1040
and the $30 of federal tax withheld on 25b of the 1040 form.
There was no form 5239 with my 2021 tax return.
Do I need to make any amendment for the $8 penalty? If so - which tax year?

are you sure you entered those codes J,P when entering that 1099-R for your 2021 tax return ?
What is the tax year in upper right corner of the 1099-R you itemized in your question ?

I got the following message
"It looks like you may need to amend your 2020 return. Here's why: Your 1099-R reports earnings on a contribution you made in 2020. This information needs to go on your 2020 return. "
