im wondering how to go about amending my 2019 e-file. The e-file was rejected i have downloaded the software but do i have to now print it? or will this fix it in the system as well?

If the 2019 federal tax return was rejected by the IRS, you do Not amend the 2019 tax return. You correct the error and file the tax return again.
Most e-file rejections by the IRS are for an incorrect prior year AGI. Since a 2019 tax return can no longer be e-filed the 2018 AGI is no longer needed.
To access your current or prior year tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
A 2019 tax return can only be printed and mailed, it cannot be e-filed.
Print, sign, date and mail the tax return to the IRS. Include with the mailed return any forms W-2 and 1099 which have taxes withheld. Go to this IRS website for mailing addresses - https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment
There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.
Note - If you purchased a download of the 2019 software from TurboTax to amend the 2019 tax return and it is not needed then you can apply for a refund.

If the 2019 tax return was never accepted by the IRS enter a 0 (zero) for the 2019 AGI so that you can e-file the 2020 tax return.
