I am using the desktop version so there is no clearing of cache. The program simply does not have the instruction page for the PA partnership return. It is as though the developers forgot to add it to the forms package. It is always literally the very first page on all form groups and it's not there for the PA state business return
To print out all the worksheets, including the TurboTax worksheets used to fill in the return, there should be an option to download all forms and worksheets in the Print Center.

For the future, best practices would include downloading the PDF with all worksheets when prompted when filing the return, but you may want to actually not store the file on the computer. See:

I am beginning to believe the experts working at turbotax have never actually used the software before based on the responses I am getting. This is not a worksheet that is used to generate the return. It is not a form that is part of the return. After a person is finished working through their return and whether they want to print it or save it to pdf, regardless of whether wanting a return for filing or a return for records when the software generates this file with all of the pages there is a FIRST page at the start before each of the Federal and State returns. This page is an Filing Instructions page and is and has been part of every single Turbotax product for the past 20 years. Depending on whether a person has refund, payment, type of return it generates a different INSTRUCTION page which basically tells when and WHERE the return is to be filed. What I am trying to say is that I see this page for the Federal business return but it is MISSING for the PA business state return. It's not somewhere I can look to print it or add it. The software must have overlooked this page for this year and it is missing. I've used Turbotax for 20+ years I know how to use the program. Go do a fake return and you will see the Instruction page that loads for both federal and state returns and you will know what I mean.
Since you're using TurboTax for Desktop, you may be able to find the State filing instructions using Forms Mode.
Filing instructions for PA S-Corp return are not generating or printing, either. They are not located in the list in Forms, either.
No, they are not there. The PA business (partnership/s-corp/corp) filing instructions are not being generated at all.
I have done that and scrolled through the entire list. The instruction page is not being generated. There needs to be an update fix for the PA partnership software to add this page/form in.
I called them just now about this issue, and hopefully a ticket will be sent to tech to fix this.
I cannot recreate your issue. It would be helpful to have a TurboTax ".tax2022" file that is experiencing this issue.

We will then be able to see exactly what you are seeing and we can determine what exactly is going on in your return and provide you with a resolution.
No, I am not sending you my info. As a community member above suggested, you or someone at Turbo Tax can produce a dummy return to see what is going on or to generate a token yourselves. Filing Instr (1 of 1) is not being generated for downloaded PA business returns (none of them, Partnerships/S Corps/Corps) in Turbo Tax for business. Thank you.
