2019 NJ tax installment interest for state

Is that other state W-2 employees need to pay "installment interest" to NJ state?

Tax payer status is similar, no change for 2018, 2019 : NJ state taxation did not add installment interest for 2018 taxes on outstanding balance(SOA issued in 2021-Oct), where as for 2019 tax year NJ-state-taxation added installment interest(SOA issued in 2022-May). Employer is in NY state, deducted taxes every month for Federal+NY state.

2018, 2019 taxes both missed dead lines. Both years received SOAs (Statement of Account) at a much later date around 2021-October for 2018 and 2022-May for 2019 taxes. One (2018 statement) does not have "installment interest" where as other (2019 statement) has "installment interest" added (tax-balance+interest+install-interest = Total due). For 2018 (tax-balance+interest = Total due).
-Can we ask NJ-taxation to remove installment interest?

-How can we ask/justify/request taxation dept. to remove installment interest?
