After I filed my 2019 tax return I found out from the IRS that I needed to submit a 1095-A and a 8962 form. I submitted both forms in February and my tax return on the IRS.GOV website still says processing. I've tried contacting them by phone and email and I still haven't received any response as well as I can't even get through to the IRS by phone. What's also frustrating is that before I efiled my tax return, I had someone from Turbo Tax review my return before I filed. They told me that my return looked great and that it was ready to be submitted. What else can I do?

The IRS's general timetable is to get you your refund within six to eight weeks of receiving your response. This is simply the goal; you may receive your refund earlier or later. And with the recent Coronavirus developments, the timetable doesn’t really mean much.
The request for Form 8962 and Form 1095-A is usually sent to taxpayers on the IRS's 12C Letter.
According to the IRS's Understanding Your Letter 12C page,
When we receive the requested information, we’ll use it to process your original tax return. If you’re due a refund, we’ll send it about 6-8 weeks after we receive your response.
It's possible that, if you have a refund coming and are in dire financial circumstances, the IRS's Taxpayer Advocate Service could be of assistance.
