I downloaded a (PDF) copy of my return. I've noticed this issue for several years now. The PDF begins with page one congratulating me on my purchase, etc. etc. Page 3 begins with my Federal 1040 + all applicable schedules and forms. This is followed by letters of consent for filing and then my State return. After my state return, and all forms, the PDF continues with my Federal 1040 again, but it is not complete with all the forms as it is earlier in the document. Why is this happening?

Apparently your state requires at least the federal Form 1040 to be included with the state tax return.
But not all the schedules and forms? So, based on that logic, they should be repeated pages as well, but they are not. Why?
I have to file locality (city) taxes manually and they require all copies of schedules and forms filed with my Federal 1040, so it doesn't make sense as to why the state would only require a few forms, but not all.

It is a state requirement. For example my state of Georgia requires the Federal Form 1040 to be included if the federal adjusted income reported on the Georgia return is over $40,000. And if Itemized Deductions were used on the Federal tax return, then Schedule A from the federal return is required to be included with the Georgia state return.
So the PDF includes all the state forms, schedules and worksheets along with the federal Form 1040 and if required the federal Schedule A. No other federal forms or schedules would be included in the PDF in the state section.
