Can 1099 MISC employees receive the overtime exemption and if so, how do I enter it into TurboTax?

No, overtime rules apply only to W-2 Employees under labor law.  To enter your 1099-MISC in TurboTax, o to the 1099-MISC screen under Wages & Income

If you get a 1099-MISC (or 1099-NEC) you are not an employee. You are a contractor. You are in business for yourself. The company that pays you is not your employer, it's your client.

An employee gets a W-2, not a 1099.
