Can I use my 2011 1098-T for the tax year of 2016?

This will be the first time I try to claim this credit since I did not know about it until this year. I only attended school there for about 2 semesters and I just started paying back my student loans during the year of 2016

Can I use my 2011 1098-T for the tax year of 2016?

No, you cannot deduct education expenses and get a credit from 2011 on your 2016 income tax return. Each year stands alone.

Generally, it's no longer possible to file an amended income tax return and claim a tax year 2012 or earlier refund, as the 3-year statute of limitations has expired. However, you can still paper-file your return so that it's "on file" with the IRS and/or state tax department.
