Net Premium Tax Credit

For Tax Year 2020, refund was received in April 2022.  The refund amount was correct except for the Net PTC.  Everything I've read said that if the Net PTC was not included with the refund, it is due to form 8962 missing with the filed (or in this case e-filed) return, however, form 8962 appears to be included.  Additionally, I used the "get transcript" portal and looked at the filed return and it correctly shows the Net PTC amount as a credit, but it was not included with the refund.

All the articles I've read said to wait for the IRS to send a letter asking for the form 8962, but it it seems it was already included with the return.  Is there any course of action that needs to be taken to receive the net PTC?  Is it possible that even though form 8962 shows up in the pdf file I created for filing, form 8962 was not included with the e-filed return?
