If the state return was rejected then it was never filed and processes so you do NOT amend an unfiled return ... instead you need to correct the return and mail it in at this late date. If you used the LIVE FULL SERVICE option for the 2019 return then you should have the contact info for them right on your federal & state returns since paid tax pros SIGN your return.
