Need to Amend 2023, Can't Open Turbotax File, Only Have PDF, How to do this?

All,

I have to amend my 2023 Taxes. I believe the 31st of this month is the last day to E-File Amendments. Is that correct? 

I also can't open my Turbotax file, I have error 102345. I have a PDF that works but also can't be read by Turbotax 2023 for some reason. 

How do I file an amendment with the PDF that I have?
