Need to amend 2022 taxes. Xsfr'd TT files to NEW laptop; don't have old laptop anymore. Opening tax2022 file gives Error 190. Do I have to pay for state forms again? Why?

I file in Oregon, but have Calif. forms too. The opening process wants to get my CA forms, but it seems I have to pay another $45 for them, although I've already paid that in 2023 (for the 2022 forms). Is there a way around this? More importantly, will this solve my "Error: 190" error? Also, how can I get the CA forms I need to bypass this error upon opening the *.tax2022 file so I can begin the amended tax return for that year?
