Not sure what government rebate you are referring to---there is no recovery rebate credit for tax year 2023 -- but if you need your SSA1099 from Social Security you can get that from the Social Security site:

If Social Security was your only income you are not required to file a tax return unless you had a 1095A for marketplace health insurance, or if you had tax withheld from your SS and you want to seek a refund on a 2023 tax return.
