You will be receiving a letter from the IRS requesting more information.

Tax topic 151 means you have a tax refund offset. Reference 1242 means your refund is frozen and the IRS needs more information from you.

No one at TurboTax get any information from the IRS after you file your tax return, so no one knows that your return is under review, nor does anyone know why. Only the IRS can tell you. You have to watch the IRS refund site for information. If the IRS wants any additional information from you they will send the request to you in a letter.
