Mistake caught by state tax department
I inadvertently put down my previous year overpayment twice therefore shortchanging my tax owed. The Tax department caught it, sent me a bill which I promptly paid but after the due date. Do I need to make the correction in my 2021 state return for my records? It was my mistake. Or, do i need to refile? They didn't request that.

No you don't need to amend or send them anything except the payment. Did you have the prior year refund applied to 2021? You might check your federal return and if you itemized deductions the state tax paid might be overstated. You can fix your return so it is right when you transfer into next year but I don't think it should affect next year's return.
