I filed for my 2020 taxes through turbo tax and just received a 1099 NEC I did not expect. Can I make corrections and how since the file is still pending and nothing is being accepted until February 12 with IRS?

If you are needing to make a correction, you will need to wait until your e-file is Accepted and then you will Amend your return.  To do this, please review the FAQ here.  If your return is rejected, you will not have to go through the Amending process.

my federal e-file form is been accepted but no yet the state form can I make an amend now or I should wait

No, once you transmit your returns you cannot cancel or make any changes while they are in pending status. You can make changes/corrections after it has either been accepted or rejected by your state. If rejected, you can make your changes or add information to your return then resubmit it. Once it's accepted, you can amend your state return to correct or add the information necessary.
