Wh did I received a 4883C Letter from the IRS?

Im on the phone right now and Ive been waiting for 1hr and 15min, they asked me about 2015 w2 and private questions like your mom name your dad name your address things like that but they are asking me about 2016 tax return, it could be cuz this is my second year doing taxes and I dont have history of tax return, but im still waiting. -_-

Alright I called them today was on hold less than 5 minutes and answered the questions everything went fine...Though I asked the agent a lot of questions I thought might help some out. It turns out the questions they ask come from a pool of hundreds of questions, once you give the agent the control number the questions generate I was asked 6 questions 5 of which involved my 2015 return and only one from 2016. My questions were super easy and I didn't need my w2s  If you miss one question then you must make an appointment to go in to your local IRS office to be verified again in person. My questions were

From 2015
Verify employer name
Verify if had a dependent
Verify Dependents SS number
Verify Total income on line 7 of Tax Return

From 2016 Return
Verify the amount receiving back in federal return.

The only one that could really stomp someone is the one that ask for specific information on a line in your tax return.

also lastly she told me by law they have to say up to 9 weeks for processing but some get theres back within one week.

Did all you guys that received letters get verified over the phone? The lady I talked to said she couldn't identify me over the phone so now I have to drive 2 hours to the closest office for a meeting? What's that all about?
