When finishing the tuition and fees portion it says that this has not been approved for 2018 as of yet. then says if it gets approved they will help me with it. should I file my taxes now or do I wait

It is completely your decision whether to file now or to wait. 

However, since there is no known news that Congress is considering changing the law to put the tuition and fees deduction back in place for 2018, then it may be better to go ahead and file your return now and amend it later if necessary.
