Is it normal that my state refund is higher than my federal refund?

Sure...that happens all the time. You can owe the feds and get a state refund.

All depends on how your withholding is set up with your employer.

Just make sure you print out a copy, and check all the values carefully before filing (filing mid-late-Feb would be safer)
