The IRS has a huge backlog of income tax returns and stimulus checks to process--by the millions. They are not opening the mail right now, so even if they received your mailed Form 1040X, it is not top priority to them. It may just be sitting in a bin. Sorry. In normal times you would be able to see something on the IRS site about three weeks after mailing your amended return; it would still take about four months for it to be fully processed. Times are not normal, so do not expect your amended return to be processed soon.

When did you mail it?
Amended returns typically take 4 months to process but will probably be much longer right now.

Amended returns can take up to 16 weeks (4 months) to process in normal times but due the the Corona virus shutdown the IRS is not even opening mailed returns at this time and just storing them so the 16 weeks will not even start until the IRS returns to normal - whenever that will be - and there will be a huge backup of mail.

This most recent one I resent them, I mailed on April 6th and got confirmation it was received on April 9th through certified mail, so it has been over 3 weeks. My biggest worry is not seeing it on the "Where's My Amended Return?" tool on the IRS website. I am afraid I will not know if someone there misplaced or lost it, if there is an issue with it, or if it the processing is just delayed because of the coronavirus, since no one is available within IRS customer service. Additionally, the IRS website hasn't updated the tool saying it may take longer than 3 weeks due to the coronavirus, so I was still under the impression my amended return would appear on the tool by now.
My biggest worry is not be able to see it on the "Where's My Amended Return?" tool on the IRS website. I am afraid with them not opening paper mail, which is the only way I could amend my tax return, I will not know if someone there misplaced or lost it, if there is an issue with it, or if it the processing is just delayed because of the coronavirus, since IRS customer service is unavailable. Additionally, the IRS website never updated the tool saying it will now take longer than 3 weeks to appear on "Where's My Amended Return?" due to the coronavirus, so I was still under the impression it would have appeared on the tool by now. I don't know by when I should expect them to process it with them not opening mail right now, or by when to resend if necessary. I don't want the deadline (July 15th) to come around and it still not be processed and then be penalized, either because of their delays or because it was misplaced and I never resent it thinking they were just delayed.

Your amended return WILL NOT show up until is entered into the main processing system.
Don't expect to see it anytime soon. Don't worry about the due date. Your certified mail receipt is proof of timely filing.
As I said above - per the IRS "processing paper tax returns and responding to correspondence are extremely limited or suspended until further notice. "
