I had filed my taxes a month ago. Since I owed money, I decided to setup the ACH for April 15th for the owed amount.
Just moments ago, I learnt that The federal government will give filers 90 days to pay income taxes due for 2019 on up to $1 million in tax owed.
If I filed using the turbo tax. How do I make sure that the amount is not deducted on April 15th and moved to later date.

It's not clear that you can do that if you have already filed. An announcement in a press briefing is just a broad outline and does not provide any detail. You will have to wait until the IRS issues detailed instructions or regulations for who the delay applies to and how it will be handled.

There's no way to change the date of your ACH payment after you have filed your tax return. However, you can cancel the ACH payment and pay another way by July 15, 2020. To cancel the payment call the IRS at 888-353-4537 at least 2 business days before the scheduled payment date. See the following FAQ for more details about canceling your direct debit payment.
