If I've already filed my return for 2019 can I contribute to my Traditional IRA for 2019?

You can still make a contribution to a traditional IRS for tax year 2019 until July 15, 2020. Since you have already filed your 2019 tax return, you would have to prepare, print and mail an amended return form 1040X to enter the contribution on your tax return for any tax benefit.
