In error I did not file a GA State Tax Return in 2013. I worked in KY that year so filed it with that state, but apparently my W2 is showing about $1,000 earned in GA.

How do I file it now and can I get the form and file on line through Turbo Tax?

You can no longer get TurboTax software for 2013; nor is it supported even if you could buy it on e-bay, etc. it is too late to get a refund for 2013. You can try going on your state's tax website to get the 2013 form and prepare it by hand.
