Yes you do.   If you choose to have your TurboTax fees deducted from your federal refund then you pay a refund processing fee of $39.99 ($44.99 in CA) for the third party bank to take care of receiving the refund, taking out the fee and sending the rest to you.

 

Santa Barbara Tax Products Group, LLC  (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.

If you file and pay with your refund do you go through a third party

When you sign up for Pay With My Refund, your refund will be handled through the Santa Barbara Tax Products Group (SBTPG, formerly SBBT).  When you use the service, you authorize the IRS to send your refund to SBTPG, who deducts any applicable fees, and then transfers your remaining refund to you.
