Does Arizona school tax credit increase refund?

Yes, subject to the existence of state tax liability as this credit is non-refundable.

This credit is $200 ($400 for MFJ) and is non-refundable. It will not increase your state refund dollar for dollar if you do not have a tax liability equal or greater than the tax credit.
