If I owe the IRS, they will take my refund as payment. Why do I still have to pay for a TurboTax processing fee when I'm not getting a refund?

Because you have constructively received the refund, then turned it over to the IRS.
Or you can just pay TT upfront and avoid that extra charge.

Because you have constructively received the refund, then turned it over to the IRS.
