I still havent gotten my return from 2021 tax return. i did it through turbo tax and i later found out i had to pay $5. Turbo tax told me otherwise and i havent gotten it

To whom did you pay $5 ?  Did you get an IRS letter disallowing all or part of the stimulus credit so you did not really have a refund on your federal return but instead had a balance due?

It is not possible to owe $5 to the IRS and get a federal refund.  It is one or the other.   What was on line 35a of your Form 1040?   What did it say on line 28?  Line 30?   It sounds like you expected a refund and the IRS changed it, and instead you owed.  They would have sent you a letter telling you why it was changed.
