I paid an additional $870 to the IRS in 2016 for a mistake I made on my 2014 taxes. Can I add that to the amount of Federal taxes I paid in 2016, and if so how?

No, you only include the Federal tax you paid for 2016 tax. There is no tax deduction for paying prior year federal tax on your federal tax return.
