I only claimed the monthly payments I made in 2017. Can I just claim the remainder in 2018, or do I have to amend 2017 to get the full credit?

Yes, you should amend your 2017 return to claim the full cost of the solar panels. Even though you financed a portion of the costs, the expense is still considered "paid" in 2017.
